Dear our citizens, our residents, our people, our men & our brothers what we should concern, what we should voice and what we should tell as we have faced that four our brothers who were kidnapped by “Abu Sayyaf” on 01 April 2016. Now they are beyond the date of executed, yet what we should do and move forward if our authorized administration agencies / ministries – Ministry of Foreign Affairs & Ministry of Defence still behave in unclear attitude and don’t take the right & clear effectiveness action to facing, responding and handling; we lose four our brothers, the trust of our belief. Since “Abu Sayyaf” kidnapped four our brothers, our men & our citizens – who keep Malaysian’s Passport Identity; there are three incidents which need to be serious concerning as it is our duty & responsibility to understand and practicing in civilized society request; there are: “Our National Identity”, “The Right Way To Voice” & “The Authorized Ministry Fully Response”.
“Our National Identity”; we are “Malaysian”, we born in this Mother Land – we keep “Malaysia Identity Card” and sure & confirmed that we keep “Malaysia Passport” too. According the studies of law, social science and public administration, we could know that the definition of “National Identity” is “one’s national identity refers to the sense of belonging one has to a state or a nation, or a sense of solidarity one feels with a particular group without regard to one’s actual citizenship status. This is not a trait with which people are born; rather, experiences from the common way-stations of people’s lives build their sense of national identity. Factors like language, national colors, national symbols, history of the nation, culture and other factors all play a part. If one views national identity positively, typically called “Patriotism” but views this as negatively which is typically called “Chauvinism”.” Although Malaysia is multicultural society we could still live in stable, peace and respecting & cooperating with each other’s as Malaysia Legal System based on English Common Law which has given law protection, law request, and we learn in multicultural community care, we avoid racism issues, discrimination issues & religionist issues as we verify that we have the duties & responsibilities to concern, care, vote, voice, protect and keep the right behave and practice our nation’s right to our nation. As the consequence, the four hostage; our men, our people, our citizens who were kidnapped by “Abu Sayyaf” that is direct affect our national interest and safety issues, defense issues & society communities issues. We request ourselves to be awareness since they are same with us as keeping Malaysian Identity; we have to take right attitude to communicating in communities, public, social and our representative of parliament as requiring having sustainable policy and solution to analysis and facing the matter. If we don’t concern the matter or behave in “none of our business” attitude, we lose / fail to our national practice right in duties & responsibility to keep our national identity.
“The Right Way To Voice”; we keep our National Identity Card, our International Malaysia Passport - Citizenship of Malaysia; we have to seek the right way to voice aspracticing our legal national right in speak. Consistently, all members of The House of Representative (The Bicameral Federal Parliament) and the senates of Upper House should be awareness & first to speak, voice and discuss as they are our authorized national representatives which are selected by legal election. They should behave in rational & intelligent to voice and asking the cabinet how the ministry to analysis, reporting and handling the four hostages; our citizens who were kidnapped by “Abu Sayyaf”, especially the authorized ministry fully response - Ministry of Foreign Affairs & Ministry of Defence. That is the first regularly to speak & voice as they have the first priority duties and responsibility to ask regarding the matters as the kidnapping – “Abu Sayyaf” direct affect our national interest and safety issues, defense issues & society communities issues. Second we do really desire the right, rational, qualified talk as wrong information or false information which directs mutilation social’s stability, also giving suffering to the family of hostages. The right, rational, qualified talk which could search from universities’ professors whose major studies of terrorism analysis, the international profession organizations which experienced the matter or the cooperation of nations chart as ASEAN, NATO and others. The most concern is that We should behave what we should behave by law requested, The representative should voice what they should voice in parliament, and The Government Authorized Ministry should response what they should fully response as don’t misunderstand or wrong way to voice.
“The Authorized Ministry Fully Response”; according the studies of government administration, we could view that there are two “Government Ministries” should take fully response as they have the authorized duties & responsibility to govern, assist, supervision and guidance to giving sustainable policy or protocol to handling – “Ministry of Foreign Affairs” & “Ministry of Defence”. Citizens, residents & us should know that the four hostages; they were kidnapped from their tugboat by “Abu Sayyaf men” which was near Pualu Ligitan off Semporna; Philippine territory on 01 April 2016. Since the kidnapping happened in Philippine’s territory which means that our Ministry of Foreign Affairswhich should be the first priority to has to functioning fully response it’s authorities work as according the “The Structural Regulation of The Ministry of Foreign Affairs / Authorities of The Minister of Foreign Affairs – Section II Art.5. (1.) > “Implement the foreign policy of the Republic of Bulgaria in its relations with other states and ensure the maintenance and the development of the political dialogue and the cooperation in the commercial – economic, the cultural and the scientific sphere;”, Art.5. (2.) > “Maintain and develop the diplomatic and the consular relations of the Republic of Bulgaria with other states;”, Art.5. (3.) > “Manage the work of the diplomatic representations of the Republic of Bulgarian and give instructions to the chiefs of these representations for implementing general co-ordination of the activities related with other ministries and departments abroad;”,***Art.5. (10.) > “Protect the rights and the interests of the Bulgarian state and the Bulgarian citizens and corporate bodies abroad;”, ***Art.5. (13.) > “Protect the rights and the freedoms of the persons belonging to the Bulgarian national communities and minorities in compliance with the international legal standards in this field and the interests of the country;” & Art.5. (19.) > “Participate in the work of the Consultative council for national security at the President of the Republic of Bulgaria and of the Council for security at the Council of Ministers;”, Ministry of Foreign Affairs / The Minster of Foreign Affairs should response to our “Cabinet”, “Parliament - all members of “The House of Representative” and the senates of “Upper House””, public, media and the family of hostages as we keep the same “Malaysia Passport”. If the Ministry of Foreign Affairs fail to do so, which means we lose our “The trust of our national Identity”, Ministry of Foreign Affairs has lost its functional, objectives, vision & mission as “The Passport of Malaysia” is fail to giving our national value fulfill definite national identity right & protection. Additional of Ministry of Foreign Affairs, Ministry of Defence which has played important role of our national defence and our national’s interest as according the “Malaysia’s National Defence Policy – PREFACE – “The primary objective of the National Defence Policy isto protect and defend national interests which form the foundations of Malaysia’s sovereignty, territorial integrity and economic prosperity……………………… the adoption of a defence strategy based on bilateral and multilateral defence diplomacy achieved through regional and international cooperation………………….in preserving universal peace and security. As a member of the international community Malaysia has a moral responsibility and duty to ensure a just social and economic world order.”, “Malaysia must have the defence ability to ensure that its primary areas premised on national interests are defended by all possible means. It also needs to defend and enhance its ability to defend its sovereignty over its terrestrial and maritime realms including the EEZ, continental shelf and all strategic seal lines of communication and airspace….”, “Regional diplomatic relations could also be affected by other maritime territorial disputes among ASEAN members in the South China Sea, The Sulawesi Sea and the Straits of Malacca. Diplomacy should be the preferred mean of resolving Malaysia’s overlapping claims with its neighbours in the above areas……..” & “Non-traditional security issues, non-military or asymmetric threats have become major concerns and have the ability to challenge government authority and the potential to undermine regional security and stability ……..Terrorism has emerged as long term threat to regional and international security ……….Currently the two active and organized militant and terrorist groups are the Abu Sayyaf Group (ASG) and Jamaah Islamiah (JI). Abu Sayyaf Group carries out kidnapping – for –ransom to fund its activities in the Southern Philippines. It activities have security implications to Malaysia especially for Sabah……..”, the Ministry of Defence / The Minster of Defence has stated and public its “Malaysia’s National Defence Policy – PREFACE” – which is clear of its objection, vision & mission and its functional of responsibility authorized, yet the kidnapping by “Abu Sayyaf” still continue happened to our territory, our citizens and our Sabah which cost, loss and suffering our Sabah’s residents and all nations of Malaysia interest. If still continue of happening of the behave in kidnapping by “Abu Sayyaf” to our territory or our citizens, unable to effectively to handling the four hostages and the behave of “Ministry of Foreign Affairs” & “Ministry of Defence” is still in “Pathetic”, we are totally losing our “National Identify Value and Interest”, also losing The Voice of International Categorical in Speak. Two of these Ministries or Ministers should resign and apologies to The Head of State – Yang Di-Pertuan Agong, The Parliament - all members of The House of Representative and the senates of Upper House, our nations and the family of hostage as these two ministry are failing to keeping & functioning its fully respond authorized if fail to do so.
Really desiring & expecting we have right voice to speak, right way to voice, right ministries / ministers to fully response and right effectively handling the hostages back to our mother land, our nation and our family; we keep same national identity.
